Open Payments is a disclosure program, rather than an agency verdict about a clinician. CMS says its public database contains payments that reporting entities, including drug and device companies, make to covered recipients such as physicians. The agency publishes the information those entities attest to.
CMS does not comment on which relationships might be beneficial or pose potential conflicts of interest. In our reporting, a disclosure therefore needs its own context; its appearance in the database cannot substitute for evidence supporting a particular allegation or favorable claim.
Keep the dates separate. The CMS page describes Program Year 2025 as January 1 through December 31, 2025. Entities submit the previous calendar year’s information from February through March, with annual publication on or before June 30.
Publication also follows a review process. Covered recipients can raise disputes with the reporting entity; CMS says it does not mediate those disputes. Our reporting method preserves that distinction instead of describing a published disclosure as a CMS adjudication.
For ENT reporting, start by stating exactly what question the source can answer. Preserve the reporting period and distinguish a disclosed payment from any separately verified current contract, endorsement or product use. Check the evidence for those assertions independently. Do not turn a payment reference into a clinical-quality score or an assumption about why a professional made a decision. These are editorial verification recommendations, not additional CMS reporting rules.
This explainer uses the public CMS program description observed October 15, 2026. The page displays a June 30, 2026 last-modified timestamp of 2:16 p.m., without a timezone. Its original publication date remains unknown. It reports no new payment, ENT spending estimate, physician finding or business relationship, and uses no private aggregate or recipient records.
The same disclosure can be misread as a current relationship or an agency judgment. Keeping its reporting period and provenance visible makes the claim easier to assess.
